The city released proposals from two consulting firms vying to rewrite Evanston’s zoning code in accordance with the newly-adopted Envision Evanston 2045 comprehensive plan on Monday. 

Firms McKenna and Code Studio both submitted proposals to lead the initiative, according to a Monday news release.

In its proposal, McKenna, based in Northville, Mich., highlighted its experience zoning and planning in cities across the Midwest. It estimated that Evanston’s project would cost no more than $369,400 and take 15 months to complete. 

Code Studio boasts offices throughout the United States and in Toronto and has worked on zoning code updates in Detroit and Los Angeles. It projects that the city’s venture would cost just over $1 million and take 18 to 24 months.

In January, City Council voted 5-4 to adopt the comprehensive plan after nearly two years of contentious debate centering largely on how the plan addressed housing and density.

The comprehensive plan is a vision document for the city’s future and outlines goals relating to housing, transportation, economic development, sustainability and land use. The city will begin implementing the comprehensive plan’s goals through zoning reform.

In February, Council approved a scope of services document outlining the city’s expectations for the consultant leading the zoning initiative. McKenna and Code Studio responded to the subsequent Request for Proposals.

Council will consider the proposals at its next meeting on July 27, according to the city’s news release.
