After nearly two years of tumultuous debate and substantive rewrites, City Council appears poised to adopt the Envision Evanston 2045 Comprehensive Plan Monday night.
Envision Evanston 2045, initially introduced by Mayor Daniel Biss in February 2024, is a 20-year blueprint for economic development, housing, transportation and environmental improvements in Evanston.
In February 2024, the City of Evanston launched public engagement meetings and activities to gather community input for plan development and to inform the public about Envision Evanston 2045. Through a preliminary findings report and continued conversations during fall Land Use Commission meetings, councilmembers heard residents’ support and criticisms of the Envision Evanston 2045 plan.
Biss’ original goal — to have Envision Evanston 2045 approved by Council before April 1, 2025 — was met with disdain from community stakeholders who expressed concerns about a lack of community input on the expedited timeline.
Following criticism from 1st Ward residents of the Envision Evanston adoption process as well as the proposed changes to housing and zoning ordinances in early January last year, Evanston’s LUC split the Envision Evanston 2045 comprehensive plan from its zoning rewrite.
The City Council debate over the timeline and details of the comprehensive plan, separate from the zoning proposals, continued throughout January. The LUC delayed issuing a recommendation to Council throughout the winter. Community members continued to voice concerns about community input and housing at LUC meetings in March and April.
After months of intense deliberation, the LUC voted to recommend the comprehensive plan in May, incorporating the results of community surveys.
The plan made the Council’s docket for the first time in June, when councilmembers discussed the proposed draft and debated the future of housing in Evanston.
City Council made final revisions to the plan in October, after six special City Council meetings and two public hearings over the summer and early fall focused on editing the language of several sections of the document.
The finalized 321-page comprehensive plan was released by City officials in late December, with the implemented revisions and edits from councilmembers.
If adopted this week, the comprehensive plan portion of Envision Evanston 2045 will be enacted, setting in motion a plan to foster economic development, housing, transportation and environmental improvements for the next 20 years.
Changes to zoning ordinances still lie ahead and are expected to include additional consultants, more LUC hearings and further community engagement events.
